Why is this ICB & Sage payroll course right for you?

The ICB & Sage Level 2 & 3 Combined Course is a bespoke payroll qualification awarded by the Institute of Certified Bookkeepers (ICB), powered by Sage, and delivered exclusively by ICS Learn.

Designed as an accelerated career pathway into payroll management, this course takes you from the core fundamentals through to advanced payroll skills in one structured journey, helping you progress faster and build confidence as you move forward in your career.

You’ll start with the ICB & Sage Level 2, where you build a solid foundation in payroll, covering topics like payslips, payroll legislation, statutory payments, RTI reporting, and compliance.

From there, you naturally progress to Level 3, where things become more advanced. You’ll move into managing complex payroll scenarios, including handling starters and leavers, processing adjustments, working with the Construction Industry Scheme (CIS), and more detailed reporting.

What makes this online payroll course different?

Taking ICB & Sage Levels 2 and 3 together provides a clear, structured progression route from beginner through to payroll management professional.

Unlike many traditional certified payroll professional courses that separate theory from software training, this combined course integrates both with hands-on experience using Sage payroll software throughout. This practical component will help you save time, reduce duplication, and better reflect real workplace practice.

What makes this approach different is that you’ll also gain:

  • A globally recognised ICB payroll qualification
  • A digital badge demonstrating Sage Payroll proficiency
  • Practical, job-ready payroll experience
  • Exemption from ICB exams at Level 2 & 3

Once you successfully complete the ICB & Sage Level 2 & 3 Payroll Combined course, you'll be prepared for more advanced roles, including Payroll Manager, Senior Payroll Administrator, Payroll Specialist, and Payroll Analyst.

You'll also qualify for ICB Payroll Agent membership, gaining access to exclusive benefits, including a payroll resource library, monthly CPD, and discounts on retail and industry events. Plus, you'll be eligible to apply for a Practice Licence if you're keen to set up your own business

This is payroll made simple – and shaped around you.

For full details of what you’ll learn, download your free ICB & Sage Level 2 & 3 Combined Course guide.

All your learning and assessments will take place online using the Sage platform, which you’ll access through ICS Learn's mystudyspace learning portal.

Across both ICB & Sage Level 2 and Level 3, your assessments are split into knowledge and practical components, designed to test both your understanding of payroll theory and your ability to apply it using Sage Payroll software.

At Level 2, you’ll first complete 6 practice tests covering key topics such as employee records, payroll theory, gross pay, employment legislation, deductions and additions, and termination of employment. Once these are completed, you’ll sit a 1.5-hour final knowledge test consisting of 66 multiple-choice questions.

You’ll then move on to a 3-hour practical assessment, where you’ll complete simulated payroll tasks using Sage Payroll software. This includes processing payroll, generating reports, and answering questions based on your outputs.

At Level 3, the knowledge assessment focuses on the Construction Industry Scheme (CIS). This is a short 10-question test with no time limit and unlimited retakes.

You’ll also complete a final 3-hour practical assessment covering real-world payroll scenarios, payroll processing tasks, report generation, and results analysis. You’ll have 180 days’ access to the software and course materials.

The terms accounting, payroll, and bookkeeping are all key areas of finance, but they focus on different tasks within a business.

Bookkeeping is the day-to-day recording of financial transactions. This includes:

  • Recording sales and purchases
  • Tracking income and expenses
  • Managing invoices and receipts
  • Reconciling bank statements

This work forms the foundation for accounting.

Accounting is broader and more strategic than bookkeeping, though, with accountants using financial records created by bookkeepers to:

  • Prepare financial reports
  • Analyse business performance
  • Manage budgets and forecasts
  • Handle tax returns and compliance
  • Provide financial advice

In short, bookkeeping records the data, while accounting interprets and uses it.

Payroll focuses specifically on paying employees correctly and on time. This includes:

  • Calculating wages and salaries
  • Managing tax and National Insurance deductions
  • Processing payslips
  • Handling pensions and benefits
  • Submitting payroll reports to the tax, payments and customs authority (e.g. HMRC)

Payroll can sit within accounting or bookkeeping roles, but it's often treated as a specialised area because of the rules and compliance involved.

As an ICS Learn student, you'll always have the support you need to succeed, including:

  • Access to all of your interactive online course materials via the Sage platform
  • Online "Let's Get Started" video and introductory quiz
  • FREE online study planners

  • Networking opportunities with other ICB members

On successful completion of the ICB & Sage Level 3 Diploma, you'll then be able to upgrade from Student to Payroll Agent membership, granting you the option to use the designator letters "PM.Dip" after your name.
